BER Costs for Individual Houses
For a single new dwelling — whether a self-build, a one-off house, or a small infill development — the typical costs in 2025 are:
- Provisional BER: From €250 + VAT — assessment from plans at design stage
- Final BER Certificate: From €200 + VAT — on-site inspection and as-built assessment
- Part L Compliance Report: From €300 + VAT — full Part L documentation package
- Airtightness Test: From €300 + VAT — on-site blower door test with calibration certificate
- Full Compliance Package: From €900 + VAT — provisional BER + Part L + airtightness + final BER bundled together
These prices include the SEAI registration fee (currently €30 per BER certificate) and all documentation.
Developer Volume Pricing
For multi-unit residential developments, per-unit costs decrease significantly with scale. This is because repeated house types share the same energy model — once a type is assessed, each additional unit of the same type requires only minor adjustments for orientation and position.
Typical developer pricing tiers:
- 10-50 units: 15-20% saving on standard individual rates
- 50-100 units: 20-30% saving with dedicated project management included
- 100+ units: Custom pricing with compliance tracking, priority scheduling, and dedicated assessor
What Affects the Price?
Several factors influence BER and compliance costs:
- Complexity of design: Simple rectangular houses are quicker to model than complex multi-level designs with dormer windows, bay windows, and multiple roof pitches
- Number of house types: For developers, fewer distinct house types means lower per-unit costs
- Quality of documentation: Clear drawings and complete specifications reduce assessment time. Missing U-values or incomplete heating system details mean the assessor has to chase information.
- Location: Travel costs may apply for remote locations, though most assessments are done from plans until the final BER stage
- Turnaround time: Standard turnaround is 48 hours. Express service (24 hours) may attract a premium.
Why the Cheapest Quote Isn't Always the Best
BER assessment is a regulated profession, and the quality of the assessment directly affects your compliance position. A thorough assessor will catch design issues early, advise on cost-effective improvements, and produce documentation that Building Control accepts without queries. The cost difference between a good assessor and a cheap one is typically €100-200 — insignificant compared to the cost of a Part L compliance issue discovered on site.
