A provisional BER is a design-stage energy rating based on your architectural drawings and specifications. It's required before you submit a commencement notice for any new dwelling. It demonstrates that your design will meet the minimum energy performance requirements under Part L of the Building Regulations.
Part L (Conservation of Fuel and Energy) sets the overall energy performance requirements for buildings, including maximum U-values, ventilation standards, and heating system efficiency. NZEB (Nearly Zero Energy Building) is an additional requirement under Part L since November 2019, requiring that a significant proportion of a building's energy comes from renewable sources. All new dwellings must achieve both Part L compliance and NZEB status.
The ideal time is when the building envelope is complete but before final finishes. This means after plastering, window and door installation, and first fix but before second fix — typically when the house is "wind and watertight." Testing at this stage allows any issues to be remedied before they're covered up by finishes.
Yes — every dwelling requires its own individual BER certificate registered with SEAI. However, for developments with repeated house types, the assessment process is significantly streamlined as the same energy model applies across identical units with only minor adjustments for orientation and position.
For individual houses, a provisional BER typically starts from €250+VAT and a final BER from €200+VAT.
